&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Depois de viverem por pelo menos duas décadas conhecidas como  perdidas para o crescimento da economia  os anos 1980 e 1990  , os brasileiros têm se acostumado a aproveitar um período mais prolongado de expansão econômica. Agora em 2010, por exemplo, a expectativa dos especialistas é a de que o PIB nacional cresça por volta de 7,5%. <br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Esse quadro de crescimento constante vem sendo ressaltado diante das demonstrações de que o governo da presidenta eleita, Dilma Rousseff, adotará uma postura desenvolvimentista.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Porém o cenário atual de nossa economia e as notícias que nos chegam diariamente de problemas enfrentados por países europeus têm causado preocupações em relação à inflação em nosso país e a uma eventual contração do mercado mundial.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Indicadores de inflação divulgados recentemente têm demonstrado que os preços ganham fôlego nos últimos meses. As previsões de especialistas sobre esse movimento vêm avançando semana a semana. É dado como certo que o IPCA, índice que mede a inflação oficial do país, ficará em 2010 acima do centro da meta, de 4,5%. Estima-se que a alta acumulada no ano se aproxime dos 6%. Para 2011, que tem a mesma meta, a inflação estimada é de pouco mais de 5%.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Diante desses movimentos, o Banco Central e o Conselho Monetário Nacional anunciaram medidas preventivas  como o aumento do depósito compulsório exigido dos bancos - que irão retirar R$ 61 bilhões da economia nacional e tendem a restringir o crédito oferecido às pessoas e empresas. O objetivo é desestimular o consumo, que está aquecido, e desacelerar o avanço da economia. Tais movimentos prometem, no médio prazo, reduzir o ritmo de evolução da inflação.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Paralelamente, é possível que o Comitê de Política Monetária do Banco Central venha a aumentar em breve a taxa básica de juros da economia. As estimativas apontam para uma Selic de 12,25% ao final de 2011.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;O controle da inflação é uma das grandes conquistas da economia brasileira desde 1994, quando foi lançado o Plano Real pelo governo do presidente Itamar Franco. Nos últimos oito anos, ao longo dos dois mandatos do presidente Luiz Inácio Lula da Silva, o Banco Central, sob a presidência de Henrique Meirelles, adotou postura conservadora para manter a inflação sempre dentro das metas estabelecidas.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;A grande questão é que a alta dos juros e a restrição ao crédito são, justamente, medidas contentoras do consumo e do investimento produtivo. Isso se reflete em menor crescimento para a economia do país. Além disso, juros altos (o Brasil tem atualmente uma das mais altas taxas de juros do mundo) atraem investimentos estrangeiros de curto prazo, o que estimula a sobrevalorização do real ante o dólar, prejudicando as exportações brasileiras e estimulando importações.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Um fator interessante de ser destacado é que o Brasil vive uma situação singular em relação à economia mundial. Enquanto o Banco Central Europeu manteve recentemente em apenas 1% ao ano a taxa básica de juros nos países que compõem o bloco, até para estimular o consumo local, o governo brasileiro pode vir a aumentar a já elevada Selic para controlar a inflação a partir da contenção das compras. <br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;A alta de preços responde a um mandamento básico da economia: a lei da oferta e da procura. Como nosso mercado interno está aquecido, estimulado pelo aumento da renda, melhora na oferta do emprego e crédito facilitado, o consumo de bens e serviços está em alta. Em razão de a oferta não crescer no mesmo ritmo da procura, os preços avançam, empurrando para cima a inflação. Vale notar que a redução na oferta de recursos para o crédito tem o poder de arrefecer o ânimo dos consumidores, pois os juros cobrados nessas operações serão mais altos, mas os investimentos produtivos  que têm o potencial de ampliar a oferta e melhorar a relação de equilíbrio do mercado - também acabam desestimulados.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;É evidente que a prudência adotada pela equipe econômica do governo brasileiro é justificável e necessária neste momento de turbulências e de dúvidas sobre o comportamento da economia internacional e local. Infelizmente, o vigor de nosso crescimento deve ser contido já nos primeiros meses do ano inaugural do governo Dilma Rousseff. Na época, o levantamento sobre a incidência da doença revelou que os maiores valores ocorriam no eixo Matão-Araraquara-São Carlos.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;À medida que os levantamentos foram se sucedendo, constatou-se que a doença ocorria em todo o Estado de São Paulo. Contudo, o epicentro de difusão da doença estava situado na Região de Araraquara.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Em viagem recente de Botucatu até Bebedouro, constatei que desapareceram os pomares na região do epicentro de difusão da doença. <br> Por outro lado, o LUPA, realizado pela Secretaria de Agricultura e Abastecimento do Estado de São Paulo, revelou que os maiores índices de incidência da doença ocorrem em pomares de laranja situados à norte do Rio Tietê. À sul do Rio Tietê, e principalmente nas regiões de Botucatu e Avaré, Região Sudoeste do Estado, a incidência da doença é muito baixa e atingia em 2009 entre 0,1% e 1% das plantas em Botucatu e 0,06% das plantas em Avaré (TUBELIS et al., 2010).<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Não é a toa que a citricultura está migrando para a Região Sudoeste. O produtor de laranja está tentando proteger o seu capital e a sua atividade, fugindo para uma região nova, com menos problemas fitossanitários.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Contudo, para que essa migração dê certo, é preciso eliminar o fluxo de difusão do  Greening da Região de Araraquara-Matão-São Carlos para a Região Sudoeste do Estado de São Paulo. Para que isso ocorra, é necessário criar barreiras fitosanitárias ao longo do Rio Tietê que impeçam o livre transito de material vegetativo e de frutos entre as duas regiões.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Esta prática já foi utilizada com sucesso na década de 1960 no Estado de São Paulo. Ela permitiu impedir que a doença Cancro Cítrico, que apresentava altos índices de incidência em pomares plantados na Região de Presidente Prudente, fosse levada para a Região Nobre da citricultura paulista.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Esta técnica não foi utilizada no Vale do Paraíba, por onde passa o maior eixo rodoviário que interliga os estados de São Paulo e Rio de Janeiro. A não utilização da técnica permitiu que a doença conhecida como  Pinta Preta , que na década de 1990 ocorria apenas no Estado do Rio de Janeiro, fosse introduzida no Estado de São Paulo. Do Estado de São Paulo, a doença está se difundindo para os demais Estados da Federação, aumentando substancialmente o custo de produção de frutos citros. <br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Para que dê certa a migração da citricultura para a Região Sudoeste do Estado de São Paulo, é preciso que a região seja declara livre de  Greening , e sejam tomadas medidas que se fazem necessárias para erradicar os poucos focos da doença que existem na região.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;A Região Sudoeste é a região que reúne as melhores condições de clima, solo, preço da terra, sanidade de pomares, frutos de boa aparência com suco de boa qualidade, e mão de obra especializada, dentre outras condições, para garantir a permanência da indústria de sucos cítricos no Estado de São Paulo.<br> Contudo, é preciso protegê-la e organizá-la.<br> <p> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Bibliografia<br><p> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;TUBELIS, A.; CAMPOS, M. É claro que são enormes as diferenças entre o universo corporativo e as organizações governamentais. Ao contrário das empresas privadas, que operam em ambientes competitivos e são regidas pelas regras da racionalidade e da meritocracia, as agências governamentais estão sujeitas a fortes interferências políticas, barreiras burocráticas e restrições legais que, em muitos casos, dificultam a racionalidade da gestão e comprometem a eficiência.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Por mais bem-intencionada e compromissada com a eficiência e a busca de resultados, Dilma Rousseff, como qualquer outro presidente, é refém de acordos políticos e partidários. Por isso, é obrigada a conciliar o recrutamento de executivos que considera mais bem preparados para os cargos com a indicação de nomes feita por líderes dos partidos que apoiaram sua eleição. E esse processo não é uma excentricidade brasileira, como a jabuticaba.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Independentemente das amarras políticas, os gestores públicos estão se convencendo de que, para melhorar o desempenho da administração pública, devem adotar estratégias e ferramentas que o setor privado utiliza para obter sucesso nos negócios. É o que fazem alguns governadores e prefeitos da safra atual. Em  Marketing no Setor Público  Um guia para um desempenho mais eficaz , os gurus Philip Kotler e Nancy Lee afirmam que  o setor público precisa melhorar seu desempenho real, assim como a percepção que se tem dele, a fim de aumentar a confiança, a satisfação do povo e, consequentemente, obter maior apoio . <br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; As diferenças entre setor privado e administração pública são insofismáveis. Mas, como diz Peter Drucker, tal como as empresas privadas, os governos precisam  reinventar-se a si mesmos para se tornarem eficazes . Ou seja, pensar estrategicamente, inovar e adotar métodos para aumentar sua eficiência. <br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mas como fazer tudo isso e entregar aos cidadãos mais qualidade, rapidez, eficiência, conveniência e justiça, se o governo não puder contar com excelentes executivos, competentes, com expertise na sua área de atuação, ampla visão estratégica e comprometidos com os interesses do cidadão e o bem-estar da sociedade? Sem bons executivos não existe boa gestão.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; A presidente eleita tem mais de 22 mil cargos comissionados para preencher, em consequência da Medida Provisória 377. Só a título de comparação, as funções comissionadas nos Estados Unidos não passam de 4.500 e, na Inglaterra e França, contam-se a centenas e não a milhares.<br> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Todos sabem que a meritocracia não é o principal critério para o preenchimento desses cargos.
